If a file is locked, can I still download and/or view it?
Yes.
When a file is locked, you cannot upload a new version of that file without first releasing the lock.
Typically only the member who locked the file is allowed to unlock it - however a member with "Manage" authority can remove or otherwise release any lock, regardless of who set it.
